How to Get Matter Certification at the Optimal Cost: Self-Certification vs. Certification Transfer, a Complete Comparison

Compare the real cost of Matter certification: self-certification (~$18,900) vs. certification transfer via ReZ-TI (~$2,500). See which path fits your product and budget.

If you're developing a smart home or IoT product and planning to support the Matter protocol, the first unavoidable question is how much certification actually costs. This article breaks down the real costs of two paths, self-certification and certification transfer (CTP), based on official CSA-IOT (Connectivity Standards Alliance) rates and publicly available industry data.

1. The Three Membership Roles in Matter Certification

CSA's membership structure determines what you can do, and how much you pay.

Membership LevelAnnual FeeWhat You Can Do
Promoter$105,000/yrParticipates in standard setting. 29 companies globally, including Apple, Google, Huawei, and Tuya
Participant$20,000/yrCan independently develop, test, and certify products, and can transfer certification to third parties
Adopter$7,000/yrCan use existing certified standards for its own products, but cannot offer transfer services
AssociateFreeCan only receive transferred certifications through CTP, cannot perform original certification itself

2. Path One: Self-Certification From Scratch, What It Actually Costs

Self-certification means carrying three cost buckets: the annual membership fee, the lab testing fee, and the certification application fee itself.

Based on the publicly available fee structure, the combined first time certification cost for a single product model works out to roughly the following, calculated at the Adopter membership level:

  • CSA annual membership fee (Adopter level): about $7,000
  • Lab testing fee: about $7,900
  • Certification application and certificate fee: about $4,000
  • Total: about $18,900

The testing cycle itself typically takes four to five weeks, and with the application review process added on, the whole journey usually takes a few months.

And this is only the first year cost. Every security patch, firmware update, or spec version change can trigger a recertification fee. This is the part of the long term cost that's most commonly underestimated, since it includes ongoing CSA membership fees, repeated ATL testing fees, and recertification costs tied to firmware updates and spec version changes. Over a ten year period, membership fees alone combined with recurring testing and maintenance costs can add up to tens of thousands of dollars or more.

3. Path Two: Getting Certified Through Certification Transfer (CTP), Much Cheaper

CSA specifically designed the Certification Transfer Program for companies that don't want to carry the full certification process themselves. The logic is simple. A company that's already a Participant or Promoter completes the original certification, then transfers that certification to you for white label use.

You only need to:

  • Register as a free Associate member, with no annual fee required
  • Pay a one time transfer fee, typically between $1,500 and $2,500 per product
  • Pay an annual listing maintenance fee of around $500

Based on this structure, the combined first time certification cost for a single product comes out to roughly $2,500, with no lab retesting required and a significantly shorter process.

Key restriction: transferred products cannot have functional changes. Only branding level changes to packaging, enclosure, and user interface are permitted, such as enclosure color, brand markings, and the UI splash screen. This means the core firmware and hardware design must be identical to the originally certified product.

A common domestic practice confirms this same logic. If you're planning to test the market with a small batch, applying for provisional membership and getting certification transfer from a professional Matter technology provider is a relatively lower cost approach. Provisional membership itself has no annual fee, and the cost of certification transfer is much lower than the annual fee for Adopter membership.

4. The ReZ-TI Way: Certification Transfer, Even Custom Client Products Can Take the Low Cost Route

Here's a key point that's easy to mix up: the very low cost transfer scenario only applies to products ReZ-TI has already certified before. If it's a brand new custom product that ReZ-TI has never certified, the real first time certification cost is higher. Let's separate the two cases clearly.

ReZ-TI, registered under the entity Zhejiang Leize Intelligent Equipment Co., Ltd., is currently an officially confirmed CSA-IOT Participant member. This status can be publicly verified in the Alliance's official Participants directory. Going with the ReZ-TI way means:

Scenario One: A Product ReZ-TI Has Already Certified Before

If the product you want has already gone through original certification by ReZ-TI on a previous project, then the client only needs to go through a pure transfer process, and the cost is very low:

  • Transfer fee: $2,500 (one time)
  • Annual listing maintenance fee: $500/year
  • Client's total cost: about $3,000

This is the ideal case, because the testing and original certification costs were already carried by ReZ-TI on an earlier project. The client is simply using an already existing certification result.

Scenario Two: A Brand New Custom Product ReZ-TI Has Never Certified

If the product is fully custom and ReZ-TI has no prior certification record for it, the real cost includes testing and dual protocol certification, since most Matter products also require separate Thread certification. All of the following costs are borne by the client:

  • Testing lab fee: about $3,000
  • ReZ-TI's Matter certification fee: about $2,000
  • ReZ-TI's Thread certification fee: about $1,500
  • Client's certification transfer fee: about $3,000
  • Client's one time total cost: about $9,500

The payoff for this one time investment is that the client then saves the minimum Matter annual fee of $7,000 and the minimum Thread annual fee of $7,500 every year going forward, for a combined $14,500 saved per year.

Comparing this to the client doing certification entirely on their own, without ReZ-TI:

  • Their own certification fee rises from $2,000 to about $3,000 (one time). The reason is that $2,000 is the certification price at the Participant membership tier, while a client certifying on their own only qualifies for the $3,000 Adopter tier price, since lower membership tiers pay a higher per certification rate
  • They don't need to pay the $3,000 transfer fee (this part is saved)
  • But they need to pay both the Matter and Thread platform membership fees every year, totaling $14,500/year, as an ongoing cost with no end date

Comparing the two paths:

Cost ItemClient Fully Self-CertifiesGoing with ReZ-TI (Brand New Custom Product)
One time certification and testing costAbout $3,000About $9,500
Certification transfer feeNot neededAlready included in the $9,500 above
Annual membership fee$14,500/year (Matter $7,000 plus Thread $7,500), ongoing indefinitelyNot required

Looking at the numbers, self-certifying has a lower one time cost, but comes with a $14,500 annual membership fee paid every year going forward. Going with ReZ-TI means a higher one time investment up front, but no annual fee afterward at all. For clients planning to ship and sell the same product for multiple years, the ReZ-TI path typically pays back the extra one time cost within one to two years, and every year after that is pure savings.

5. Summary: How to Choose the Cheapest Path

  • Only doing one or two SKUs and want to test the market quickly, go with ReZ-TI's certification transfer route. No membership fee, and one time cost can stay in the low thousands
  • Planning long term multi SKU own brand products and want to control the certification pace yourself, apply directly for Adopter at $7,000/year and up
  • Want the ability to offer transfer services to others as a certification business, only Participant at $20,000/year or above qualifies
